David Laszlo

David's skills in facilitation, engagement and communications are a very strong match to his background in healthcare strategy, commissioning and health informatics. He grasps clinical service issues and needs quickly and effectively and developed, for example, a very thorough strategic grasp of all issues relating to the pathology modernisation agenda. David has also established a reputation for his ability to explain pathology in a way that is acceptable to specialists and yet accessible to non-specialists.

David has been responsible for developing National Pathology Strategy for Department of Health, including:

Pathology Informatics

Patients Access to Information

Point-of-Care testing assurance framework

Scoping work for developing guidance for commissioning pathology

Business Case for National GP-Pathology Order Communications. 

He facilitated a Royal College of Pathology workshop on "What is Quality in Pathology" and authored the workshop report which has since been extensively quoted. 

At local level, David was the Strategy and Engagement Lead during the reconfiguration of the Kent and Medway Pathology Network.  He provided change management for a new Community PACS system to accommodate independent sector providers, completed an audit of IM&T planning in a Strategic Health Authority, and designed a Transformation Programme for emergency care across a multi-site NHS Trust. In health informatics, David led a team to develop a Care Record for use across London and the South of England, to achieve standardised process for child health promotion services. 

For the Department of Health Informatics Directorate, David has worked for two years in the development of PCTs' approach to commissioning.  In NHS Milton Keynes, he supported the reorganisation of the senior team into five commissioning programmes based on the outcomes identified in the strategic plan.  From his information perspective, he helped to align the currency of a pathway and its intended clinical outcomes for the development of an outcomes-based commissioning strategy of three PCTs.
