Regional Pathology Baseline and Consolidation Programme Brief
As part of the national QIPP programme, we coordinated and produced the first-ever London-wide baseline of pathology service activity and costs. We designed the templates for use in Trusts and PCTs, dealt with the issues emerging from a data collection exercise of this sort, analysed, summarised and reported on the outcomes. Analysis showed considerable variation in costs and that 1st-quartile levels of performance would allow the organisations in London collectively to achieve their QIPP target.
We were asked to update the baseline exercise for the most recent year gone, coupled with ancillary mapping to show the sharing of work evident between pathology providers. We also differentiated the analysis to show separate 1st-quartile analyses for the labs performing specialised testing from those predominantly undertaking routine ranges of work typified by a DGH. The analysis pinpointed areas of potential productivity gain and showed clear boundaries of evident networks within which labs shared work in high volumes.
Finally, we produced a Programme Brief and business case with which NHS London initiated their Pathology QIPP Programme. Scoping and timelining the work of the new programme, the Programme Brief also defined the roles and objectives of the Clinical Expert Panels and, essentially, of the local Cluster/Sector Pathology QIPP Programmes.
