QiPPs for the new commissioners...

We don’t exactly run an ‘NHS reorganisation watch’ here at MML, but as we pursue QiPPs all over the UK, we do see how it’s progressing….

 

As well as the usual news media, our perspective comes from the many discussions we have with providers and commissioners. We can confidently say that savings and QiPPs are in clear focus throughout the reorganisation. If anything, it’s all becoming more transformational, with some very large programmes making progress.

 

We also see the need from the provider side. Service improvements and CIPs for 12/13 and 13/14 increasingly need to work hand-in-hand with the commissioner. From either perspective, the next round of best practice initiatives need to cross organisational boundaries in a way which has been rarely achieved in the past.

 

This leads to a need for wide engagement with clinicians and managers, developing intentions in the local context and setting out implementation plans to support CIP and QiPP. In both cases, there’s a common core which need an audit of the current state, analysis of potential changes and a ‘blueprint’ of how the future state is expected to work.

 

There’s a lot to do – engagement for each of the long-term conditions needs to include providers, patients, patient groups, support organisations and the voluntary sector. Initiatives include Care Closer to Home, Better Care – Better Value and the raft of shared Health and Social Care initiatives. Large-scale changes will always gravitate to sector level, but need to work with local CCGs.

 

Right now, MML are looking at how we can best support this as it continues to evolve. We’re pretty sure that funding will be tight, so ‘risk share’ should be the best approach. We’re looking at programme management, engagement, audit, best practice, statement of intentions and implementation across multiple localities and levels of provision.
